During more than 20 years of practice, Bill has established a reputation as one of the most highly regarded public utility and energy attorneys in New England. His practice involves the representation of participants in the natural gas, electric, communications and water industries and he actively represents clients in state regulatory proceedings in Maine, New Hampshire and Massachusetts.
Clients frequently seek Bill’s advice and counsel on novel regulatory issues that require innovative solutions that can be achieved only through a deep understanding of public utility regulation and the regulatory landscape. His practice is highlighted by a series of ground-breaking regulatory proceedings ranging from the approval of the sale of entire fleets of generation assets during New England’s deregulation of its electric industry in the late 1990’s to more recent approvals of alternative ratemaking mechanisms designed to promote the expansion of natural gas service.
During his career, Bill has represented clients in numerous state supreme court appeals from administrative decisions, both on behalf of appellants and appellees. Most recently, he represented a New England public utility regulator in a consumer advocate’s appeal challenging the ROE authorized for a large regional electric utility.
Bill is frequently invited to speak at seminars to discuss the dynamic challenges that confront New England’s electric, natural gas and communication industries and their intersections with public utility regulation.
Prior to his legal career, Bill was a robotic and control systems engineer in the automotive industry. Clients appreciate his ability to understand and communicate complicated engineering and operational issues effectively to advance their legal and business objectives.
